Is it better to apply early action or wait for a letter of recommendation?

One of my teachers is having trouble submitting his rec to the common app. I think his problem is he didn't use IE (as I had the same issue) but I can't contact him. I emailed and even contacted him on FB, which isn't that strange as I know other students have done so before on different matter. The only school that I would be applying to early that this would affect is the University of Michigan. I have another teacher who already submitter her rec to UMich, but now I don't think the guy teacher will be able to submit his.

Is it better for me to apply early with only 1 recommendation? Or should I just apply to the regular decision period? I don't think his recommendation is anything spectacular, just an average letter from a physics teacher (I want to go to engineering). Thanks, I'm kind of freaking out and am not sure what to do.

I think you should apply early action because some schools understand that some teachers will have a hard time sending in your recommendation. You could always call U Mich and ask an admission counselor if you’re worried. Best of Luck!
