I want to go to UCLA, but I may only be accepted to Irvine, San Diego, etc.

Would it be easier for me to transfer than an out of stater?

Community College people do it a lot more successfully because they need the transfer a lot more and their GPA gets looked at more leniently. But you still can transfer between UC's if you work hard.

Transfering from UC to UC is hard because you will eventually like your college once you are in it and there are some financial burdens of transfering as well. Also, it is hard to get a HIGH gpa in college. The competition is hard to transfer from UC to UC verus an incoming freshmen applying from high school. I wouldn't recommend.
