is it harder to find OPEN classes in a CC or CSU?

my major is ChemE at Cal Poly Pomona and during my orientation, most classes i needed to register for in my major (chemistry, physics, intro to chemE) were closed/waitlisted.

i'm considering the "four year pledge" for my school which basically ensures you complete 25percent of your major/road map each year and get my bachelor's in 4 years (instead of 4 1/2 - 5, just some people say this is not worth it as it is "too hard/info doesn't sink in" as it crams all core classes together..

also just wondering would it be harder to find classes at a CC?

thanks for the help.

You have very little chance of graduating in 4 years if you start at a California CC. They have LONG waiting lists for general ed classes.
