Is it possible for a student to get an ACT fee waiver from a high school he/she does not attend?

The high this person is currently attending is shut down for the summer. So is it possible that they can get a waiver at another local high school.Or does ACT distribute waivers according to the high school counselor's request?

1.Why would another high school give a fee waiver to a student who does not attend their school thus taking away an opportunity from one of their own students? I am willing to be money that this would not go over well with the principal, who could write a disciplinary letter up on the counselor. It is highly unlikely that you are going to receive a fee waiver from a school that you do not attend.

How would the counselor at other school determine your eligibility?

Thanks. A friend person has used one before and my counselor did nothing to determine hishis eligibility. That was verified when he registered for the actual test and put in the waiver code. just wondering…
