Looking at the prerequisites for the biochemistry major, it seems that I will probably fulfill all of them by the end of my second semester at UofM. And so I was wondering, can I declare a major in biochemistry that early or do I have to wait till sophomore year?

You can declare as early as you want so long as you meet the requirements. Usually people do wait until at the very earliest the end of the first semester freshman year, but declaring 2nd semester freshman year should be no problem.

That said, there’s usually no real reason why you need to declare earlier rather than later.
