For example, I just move to PA, and apply for college here. I don't have any proof of residency here to get in-state tuition. However, is it possible I could change to in-state in the second year of college once I became a resident?^^

In a word, no. Do a search. There are a 1,000 threads on this.

If you are under 24, your state of residency is generally based on that of your parents.

It is generally very difficult to change residency status. If your parents were to move to PA, then after whatever waiting period the State has (1-2 years depending on the State), you could become in-state for tuition.

I think you answered your OWN question. EVERY state requires you to show PROOF when you are attempting to change from out of state to instate status. You cannot establish residency when your sole purpose for being in the state is to attend college.
