Is it possible to replace a C with an A?

I re-took a class that I got a C in, and got an A, but the "transcript guy" at my Community college won't replace the C with the A on my transcript. With the C, my GPA is 3.8. Without the C, (and with the A I rightfully earned), my GPA is 3.9.

I re-took the class because a counselor from the admissions office told me that if I took the same class at another community college, it would replace the C. So I did it. Now, the "transcript guy" says he would only replace my grade if I had gotten a D or an F. That's absolutely ridiculous. How can he even say that with a straight face???

Is it true?? Is it really true that a person can take the same class twice, but for some reason the transcripts have to show the lower grade?? That makes no sense at all!

Yeah. Many colleges say that the grade has to be a D or lower before they’ll replace it. I know for a fact that this happens at NYU and CUNY. That’s why I hated getting a C in Chem, because it meant I couldn’t take it over.
