Is it possible to show "too much" interest?

Question is essentially, are scholarships given to encourage students to choose one school over another, or only as "rewards" for high school performance?

I was thinking, if you show extreme dedication to one college, speak with its admission staff, go to many visit days, and make it seem as if you are "set" on going there, is it possible that the college will not be concerned about being picked over others and choose not to give scholarships?

Really strange question, guess I just want the thought process of whoever handles college scholarships.

I don’t think they really care. I mean, if it’s a semi-large university, and you don’t choose them, what does it matter? Unless they’re a for-profit university, they could care less.
