Is it technically rolling? If so, urgent question.

If I were to apply next week, would I receive my decision prior to those who apply on November 1st?

This is important, please answer!

If so, would I be better off just sending the mandatory 1 recommendation as opposed to a second optional one as well? I know that one teacher will have it ready by next week but the other one won't have it ready until the end of October. Is it better to send it in earlier, with 1 rec as opposed to later with 2?

If this is urgent, I suggest you call or write the admissions office, rather than relying on the answers you will get from a forum.

UofM does not do rolling admissions but the safest bet would be to apply early. That said, you don’t need to rush anything but get things in at a timely matter( preferably before Nov 1)

Someone correct me if I’m wrong.

UofM does in fact do rolling admissions after a fashion, meaning it is POSSIBLE to hear of an acceptance before the Dec. 24th Early Action deadline. It is also POSSIBLE to apply now and NOT hear until the Dec. 24th EA deadline, particularly if your stats and app are not quite as competitive as others, who typically might hear first. Even RD is in fact rolling, unlike Ivies etc. that only dole out decisions on a given date (eg Apr 1).

If the original poster has everything else ready, I would suggest that he or she goes ahead and submits the application, and then when the SECOND one is ready, send it by traceable priority mail or courier, clearly quoting the UMICH ID that will be given when the evaluation process begins. That way, if he or she was not yet admitted, the extra recc could help, not hurt. Leaving a recommendation to the end of October is cutting it a little close if the intent is EA. I actually know a student who did not get admitted until a few days before the May 1 decision deadline (and at that point, had made another decision) due to a mixup on the part of someone else submitting a recc and having it NOT get to UMich before Nov. 1, which resulted in his being deferred from early decision even though he himself had his materials in early. Not worth the risk to wait.
