Is it true UC schools give priority to transfer students?

I am a nonresident of California (I live in a U.S. territory) and my GC told me that UC schools give priority to transfer students/residents of California than OOS applicants. Is this true?

Yes, UC’s give preference to in-state applicants but have accepted OOS applicants at a higher rate the last few years due to budget cuts. As a California taxpayer, I feel that is only fair that California students get first priority at our state schools. OOS applicants usually have higher GPA standards required for admission like International Students.

yes and no.
They give priority to students enrolled at California community colleges.
However, transferring to a UC as an OOS student means you’d have to pay $50,000/year.
So, your best bet is to work for 12 months to establish residency (ie, NO community college), then take community college classes at the in-state reduced rate, then transfer. This may be easier since your sister’s already instate and has found you an apartment (right?)
I don’t know if you can do community college for 2 years then 12+ months work to qualify for residency, and then only, apply for transfer, you’d have to ask.
