Is it wise to apply to a CS+X, CS (X), or Computer Engineering as a second-choice major?

This is if CS is my first-choice major. I’m wondering that if a college lets me pick a CS-related major as my second-choice, is it likely that I would be rejected from that major if I am rejected from CS?

Is this actually an option when applying? I’ve never seen an application down to a specific track/concentration within a degree.

If they are, I wouldn’t expect a department to evaluate applications differently based on the identification of optional concentrations/tracks.
