Is it worth it to transfer?

So I'm currently a first-year undergraduate student at UConn. After learning more about UConn's engineering program and its poor national ranking, I think I would like to transfer. I scored 2310 SAT, no superscoring, and my college GPA is a 3.87. Due to AP credit, I will be starting my second year at UConn as a senior with exactly 86 credits. What I want to know is which nearby engineering schools would be good transfer options for the second two years of undergrad. I definitely need financial aid of some sort, so I suppose I am also looking for a school with decent financial aid options. I am majoring in biomedical engineering with a few minors set up, but my primary interest would definitely be tissue engineering. Thanks in advance for any advice!

I've taken a reasonably difficult schedule at UConn: the notable courses I've taken here are Orgo I&II and Advanced Calc I&II. Everything else was fairly easy, I can post my full course schedule if that helps.
