Is it worth it?

If you choices are NYS for a teaching degree and certificate or Florida, go to NY. In the education field, New York state schools (public or private) are more highly respected than Florida. The pay for teachers is much, much higher in New York. If she really wants to teach in Florida she can easily take her New York certificate and work there. But if she plans to eat and pay her bills, she will want to teach in New York.

Right now there is a glut of common branch (elementary ed teachers). I think your daughter really should consider getting a bilingual /ESL extension in addition to Special education. If she works for the NYCDOE, she will never be without a job. In addition, NYS will be actually facing a teacher shortage in the next few years (probably as soon as 2020 when the current UFT contract expires and people are looking to retire).

In addition there are also scholarship opportunities to complete her masters/extensions if she is with the NYC DOE

If she does her student teaching as does well, there are principals that will offer her a job based on her completing her degree. In addition, principals/ APs know other principal APs so if the place where she is student teaching does not have an open teaching position, she will get recommended for something at another school.

I don’t think anyone else has mentioned it so I’ll add that if she’s going to be a teacher better to not incur any student loan debt. I say stay in NY.
