I live in Illinois and as a requirement we have to take the Prairie State Achievement Exam (PSAE). Part of this exam is an ACT which you are allowed to send to schools. However, the ACT writing portion is not included. I have already taken an ACT with the writing portion but i did better on the ACT I took for the PSAE. I was wondering if i can submit my PSAE ACT score with the writing portion i have from another ACT.

No. Those colleges that require the writing portion (a minority but a number of your high ranked schools) require the actual ACT test that includes the writing portion and they do not accept or rely on an ACT test that was taken without a writing portion (like the one you took for PSAE).
