I would like to add that I believe that UPenn superscores their ACT so it might help you to take it again.
Penn does SuperScore, however – like several other most-selective universities – it REQUIRES that ALL ACT and/or SAT I results be submitted.
Penn is actually one of the only schools that requires all ACT AND SAT I AND SAT II results be submitted. With respect to your question, a 30 is undoubtedly low for Penn. You should definitely take it again (maybe multiple times) to pick your score up.
