Is "Needs Documents" a good sign for a transfer?

I am a transfer student applying for Computer Engineering, with Mathematics as an alternate. My application status changed to “Needs Documents” sometime in the last week, but the todo list is still empty. I called and the rep said that an actual request for documents would be posted to my todo list within a week or so, but she couldn’t say whether this was a good sign.

Is this a good sign that they are going to accept me? Do they ask for documents (transcripts?) from everyone, or only those whose self-reported stats are good enough for acceptance as long as transcripts don’t contradict?

I spoke to another person at CPP today and he said that all engineering applicants go through a more extensive review process where they request transcripts first before filtering the applications.

So the answer is no, this is neither a positive nor a negative sign yet.

Also, for anyone else in the same situation… Since my OP, the specific requests for transcripts have been added to my todo list, but they have already electronically requested my transcripts from the community colleges, so I don’t need to take any action. On the todo list in the Items Received section, the transcripts are listed with the status “Paid Off” which apparently means everything’s already being taken care of.
