I'm a upcoming High-school sophomore and Northwestern university is my top choice school. And I want to do a dual degree program in mechanical engineering and history and I was wondering if it was easy to do a dual degree program

Very.

Generally, yes. I remember hearing that 60% of students in the NU College of Arts and Sciences graduated with two or more majors. The quarter system makes that easy to do within one NU college or school. It would be harder to do two majors/degrees in different colleges/schools like engineering and history in just four years, though, as they have different general education/core requirements.

If you are interested in engineering as a career, and just like history, you can always major in engineering and take a few history classes that interest you without getting a degree in history.

That said, you are too young to get set on a major! I have heard that 80% of college students nationwide change their major at least once – and that is when have taken some introductory classes to a major at their college, and are at least three years older than you.

Engineering in particular is difficult to assess as a career, as high schools rarely have engineering classes for kids to experience. Best to just aim for a university like NU that has a wide range of strong majors, so you can change your mind if need be.
