Is Ohio considered in-state?

<p>Don't laugh, this is a legit question. I live in OH, but I don't like OSU and I heard on the radio and then checked online that EMU gives in-state tuition rates to Ohio kids. I was wondering if UM did the same, but I didn't see it on their website. Thanks</p>

<p>Who knows? It is probably an agreement between those two universities. Michigan does not have such an agreement with any otrher state university.</p>
