Is Residency classification for University of Michigan subjective?

Hi! We lived in Michigan forever. Had to move for my husbands job. Been Out of state for 15 years. We finally bought our forever home but are waiting to move back in 2019 when 2nd child finishes high school. Oldest daughter was accepted to U of M and UVA. Wants to go to Michigan but Out of State tuition is crazy High. How easy is it to appeal the residency decision at UofM? What is the best way to get tuition down other than scholarships? ( She was chosen as alternate for Bell so probably not going to get that one) She does not qualify for need based and Merit scholarships are so few! We are trying to figure out if it is worth a letter to the Registrar stating our intent to move back…

In your situation you will not get in state tuition in Michigan. Your intentions are just that, intentions. The Michigan website lists criteria for in state tuition.

There are 3 categories to be eligible to in-state tuition at UofM. They did make some changes in recent years. In general, it is more difficult to qualify for in-state tuition at UofM than MSU. The intention for moving back does not qualify though.

Yes, UM residency requirements are pretty explicit. Even if you owned property and paid property taxes and/or income taxes in Michigan, it’s not enough to qualify. Pretty much you have to have actually lived there.

In fact, looking at these guidelines again, I’m a little surprised about how restrictive it is even for active duty military. I would have thought that dependents of active duty soldiers who claim Michigan as their legal state of residence (and therefore pay MI income tax) would be able to get in-state tuition, but that’s not the case. It’s only for military personnel who are actually stationed in Michigan. and that’s pretty minimal except for Selfridge ANG Base.

Yes, it is tough. I helped a couple students to apply for IS tuition in the past. Both got it at MSU with minimal effort, one got declined at UMich.

@schroengang… If you make it work let me know. I grew up in Michigan, wife went to Michigan but have lived in Chicago for like 30 years. Sons a freshman. Kills me we are oos tuition. All our family is in Michigan. :wink:

There’s a disconnect between state of mind and physical residency. Feeling in your bones that you’re from Michigan doesn’t make you a Michigan resident. Sorry, but you won’t qualify.

“Home” will always be “home” no matter how long you’ve been away and $65,000 is too much to pay no matter where you live. I wish we could “swap” with someone in Michigan who wants to attend UVA! I know there is someone up there going through the same thing, but reverse!!! LOL!

I assume that holds true for elite privates as well? It seems here on CC that only OOS public schools are overpriced.
