Is taking the SAT/ACT in Decemeber too late?

I've taken the ACT/SAT two times already; however, my scores are extremely low [23 and 1470] I just took the November ACT/SAT so I haven't received my scores yet, but I don't think I did that well because I didn't study that much for them :( I really want to take the December SAT/ACT, but I'm not sure if it'd would be too late. So is it too late? If I take the SAT/ACT in december, I won't be able to apply until end of December..

I need to make a decision by tomorrow night, cause it's the last day to register for the SAT. Oh, and i'm applying to SUNY schools ONLY so are my scores too low for all of the schools? [I'm pretty sure they are...]

Please help me! Thanks!
Oh & sorry for misspelling December..-___-

For regular admission almost all colleges accept Dec tests and a large number of those even accept the Jan test. The test score can arrive at the college after the usual application deadline in early Jan. Sunys accept at least through Dec test dates. Current scores are low for at least some of the SUNYs
