Is that too late to apply for the summer program now?
Is there any place I can get the class credits without apply?

It's never too late, but you have to find one that still accepts students.

You can look at the Consolidated List of Summer Programs/Internships or serf the web to see if there's anything open near your neighborhood that's still open to applicants.

But I can't contact my currently teachers now!

^ Can you clarify that statement?

Whether or not you can contact your teachers for summer programs (I'm assuming you mean this) doesn't prevent you from searching for them.

I mean I can't get the recommendation from my corrent teacher, and that's a part of summer program application.

It's not part of every summer program application. Perhaps you should look for ones that don't require a recommendation letter? In fact, I'm pretty sure most of them don't require one; they just require money.

Is there any program in TX for soph?

Have you checked your local colleges and or community colleges? I got accepted to the Columbia program I don't think I am going to go because I think it would be more beneficial to do extra 4 AP's during my junior year. So you can do more things instead of these programs. Look for internships, volunteer etc.

the community college are for Juniors & up, not soph

At this point, an internship is more helpful. The quality summer programs are gone already and the leftover ones will suck the money clean out of you.

Its really what you want to do. Intern or go to a summer school program.
