Is the ACT looked down on?

I recently just recived my ACT and SAT scores. I Got a composite score of 30 for ACT ( English-24 Math-34 Reading-34 Science 28 and Writing-??) and SAT I got a 1710. (CR-590 Math-600 Writing-520)

Now I realize that my SAT score is pretty bad but my ACT score is pretty good and I was thinking of just sending my ACT score. My mom on the other hand got so mad at my SAT score that she threw a fit saying that ACT's dont mean anything to colleges and SAT will matter more since its more of the "brand name test". Now I know that she is wrong, but to what degree? Are the ACTs seen as an "easier" test and do colleges look down on the test?

If I were you I would definately just send the ACT score. I'm pretty sure the ACT's aren't looked down upon by colleges. I got a 28 on my ACT's and a 1940 on my SAT's and I'm still contemplating which to send because my SAT math score was very weak.

act and sat are viewed the same weight.
