Is the app due on the 31st or 1st

<p>I am a little confused my the due date. Does by January 1 mean the due date is at 11:59pm EST on December 31 or January 1?</p>

<p>I always thought it was on the first. So you could submit up to 11:59 PM EST tomorrow.</p>
