Where did you hear that the ACT makers were making changes? The ACT website mentions a new Essay coming this fall, but nothing else regarding the actual test.
And there are always changes, but they’re gradual. The Double Passages are relatively new, but not really. They were being administered for over two years but on test days that were not major (like Sundays).
