Williams lists their supplement about tutorials as optional. Do applicants who do not complete this supplement have a chance of admission, or is this a requirement in disguise?

Yes, it’s really optional. Kids get in every year without completing it. That said, it’s an opportunity to add something to your app, and if I were applying I wouldn’t want to squander that opportunity.

Totally agree with @marvin100, it’s absolutely possible to get in without the supplement, but if you’re borderline it will almost certainly be the thing that would get you accepted over another student.
