If you go to a university which is not well ranked, does this reduce your chance to get into Ivy League for graduate studies?

Well it will reduce your chances, but graduate school is a totally different ball game. If you graduate from a state school at the top of your class I’d say you are just as competitive as the kid who graduated middle of his class at a selective private institution.

a lot of it also depends on the GRE. The GRE will play a major role in admissions along with internships and experience you have in the field. Of course if you go to a school that is number #1 for a field Ivies will take that into account and realize that it will be hard to be perfect.
