For example if I try to transfer to a college that I have applied in high school, would there be a higher, equal or lower chance in getting in?
Or tried to transfer in freshman year and rejected, then again applied as a sophomore?

Your application will be judged purely on its own merits. A previous application won’t play a factor. There’s a good chance that the people reviewing applications won’t even notice that it’s a second application.

I think it can only serve to help by showing a strong desire to attend that school.

It could help on the condition that the file has been strengthened since high school…

I don’t think having filed a previous application is really going to make a difference in that situation. You could potentially have a stronger application, which would mean you have a better chance of being accepted. They’re going to see your high school records and college records anyway. They wouldn’t need a previous application to determine whether or not you’ve improved.
