You should consider sending both. Colleges do not necessarilty follow the concordance tables you find online and your belief that the scores are the same may not be the college’s belief. Moreover, many colleges consider math and English in the ACT to be the most important section scores (some use only those scores, e.g., Rose Hulman) and thus your ACT test might be better even if the concordance tables consider the composites to be the same. Engineering and science departments often consider the math score to be the most important and thus, for example, if you have a higher SAT (or ACT) math score you should send it. Finally, if you are applying to Stanford, Georgetown, or Bernard, you are required to send both all ACT and all SAT scores.
The ACT is sometimes used in substitution for subject test scores and/or eventual placement once you enroll, so if the scores are equal I would definitely send both. The tests are also somewhat different, so while it may not matter much, showing you performed equally well on both tests can only be a positive.
