Yes, the two states have reciprocity. Wisconsin residents pay in-state tuition at U-MN, and MN residents pay in-state tuition at UW.

Sounds like he has an ACT 35, but weak ECs. Either way, expect no help from UIUC…or GT, or the UCs on his list.
Thanks. I am looking for somewhere close to home. Yes, his ECs are average comparing to people in CC (math and science clubs, soccer, music/band, editor, etc). But he attended 3 summers of gifted programs. All his instructors recommended him highly. If he is not capable of performing in college, his school won’t let him graduate early. He attends the top high school in WI. He visited Google, Apple and a few other companies in CA this summer and knows exactly what he wants to study.

You do have to apply for it though - get the paperwork in and have it ‘approved’. My niece is a WI resident and went to a state school in MN. Look up the information from a credible (direct) source.
You have to put in the paperwork, but it is not a competitive thing. If you are a WI resident, you get the MN in-state tuition.
