<p>It can. It depends on whether the school has a different COA for students commuting. Some schools have 2 COAs, one for on campus and one for off campus. Some have 3 COAs: on campus, of campus not with parents, off campus with parents (generally the lowest COA). FA is based on the appropriate COA.</p>
