It is certainly a long list. And very elite for someone with a 3.3. I really think you need to match your stats to several schools. Where is your state school?
Most of the schools you listed are high reaches due to your GPA and SAT score. Being a URM will help but it’s likely not enough to compensate for your low gpa at most of the schools you listed. For context I too am applying to ND, WashU, BU, Emory, northeastern, Miami, and USC as a URM with a 3.72 uw GPA and 2180 old school sat and I fully expect to be rejected at most of them except maybe Miami and BU. I would definitely come back with a more balanced list of safeties match and reach schools as currently constructed your list is too reach heavy. Best of luck!

For your list to be taken seriously, you need to include 2safeties and at least 3 matches your family can afford (run the NPC on each and talk to your parents about costs.)
Ohio State is likely unaffordable unless your parents have 180k saved up for your college or can afford that out of pocket over 4years.
Syracuse and Fordham Are reachable reaches.
All others are lottery to out of reach.
UC’s - midtiers may be reachable but can’t be taken for granted since GPA is paramount.
What’s your ucgpa? UC adcoms know your school but they may not have enough staff to adjust based on its rigor. You may have better luck with private universities in California, like Uredlands or St Mary’s in Moraga. Csu 's will strictly use GPA x sat score to determine if you’re in (basically everywhere except for calling poly slo, so pick 1-2 csu in each category of reach and match) .
Boston U has a general studies program that sometimes takes lower stats.
NYU also has the program of liberal studies for lower-stats people. FYI. But be aware of financing. NYU is stingy with FA

The CUNY system schools with or without transfer to another school. There are many colleges as part of CUNY. Some are hidden gems, IMO. For example, Brooklyn College and Hunter College both have theater depts. Cheap tuition if you take a gap year and intern in the City in order to get in-state tuition.

By SAT score alone, you might be OK (but generally marginal) for BU, Colby, Kenyon, tOSU, Miami, Syracuse, Fordham, F&M and Lafayette. However, the average GPA at these schools is 3.6 and up, and most would be reaches or high reaches on that basis. Your other listed schools would appear to be either ultra-reaches or out-of-reach, depending on aspects that may not be immediately apparent from your post.
A list like this can be helpful for the purpose of ordering diverse colleges by selectivity: “The 610 Smartest Colleges,” Business Insider.
I agree with the other posters that you are reaching too high based on your stats. If you are a California resident, apply to your local CSU as a safety since you get priority. What is intended major since this will make a difference on your chances? Are all these schools affordable? Run the net price calculators on each school.
It’d be a reachable reach but run the NPC to see if it’d affordable (what’s your budget)?
It also depends on your family’s income and if one of your parents has a college degree.
