Is this list of extracurriculars overloading?

My brother is a junior and I know he has quite a few clubs and activities, but he says he is interested in most all of his clubs. Can you determine whether he's overloading his resume and if he should leave any out of it?

In Order of Importance
-Varsity XC, Indoor/Outdoor Track: 10-15 hrs/wk
-Hospital Volunteering: 4 hrs/wk
-Medicine Club (Founder/President): 25 min/2 wks
-Student Council/Government (Soph-Secretary, Junior-President): 15min/wk
-National Honor Society (President)
-National Science Honor Society (President)
-National French Honor Society
-Key Club: 15 min/wk
-French Club
-Newspaper
-Marching Band/Symphonic Band/Jazz Band (9th grade only)

Yeah, I’d say that’s a just a tad too much lol…
Sometimes I feel like I’m doing a lot and I don’t have as many activities as him. He should pick like 3 (maybe 4) that he really loves and stick with those

I completely disagree, this is a fine amount. However, if say you only go to French club like once a month I wouldn’t include it. But if it’s a legitimate commitment include it.
Plus things like honor society go under honors unless you are an officer

how is it possible to do all that in one week? unless the school has specific time in the schedule reserved for clubs…
