Is it true that if a college had admitted students from your high school before, then they are more likely to in the future? and if they had rejected students from your high school year after year, is it best not to apply there?

no, there is nothing I have read to indicate that.

The second part of your statement is definitely not true.

But if your school sends 4 kids to Yale every year, then you have a better shot of getting in (theoretically) than the school down the street that hasn't sent any kids in 20 years.

But the thing about that is often the kids admitted is a sign of the quality of your school. So it is useful to see that your school has NEVER sent a kid to an Ivy versus sending a decent number ever year.
