Is UC San Diego still using a formula to decide Admissions?

I have friends who have over 2000+ SAT's and 4.0+ UC GPA's who got rejected and some other people I know have got in with under those stats. I am just wondering if UCSD is starting to use a "holistic" approach like UCLA and UC Berkeley or still using a formula to determine people who get accepted.

Still a formula, but many points beyond just stats. These other points can turn a 3.2 GPA into a 4.2 GPA equivalent, beating a student with a 4.1 who does not receive the other points.

This is the reason that the results are not strictly in order of stats. It may look random, but if you research the UCSD formula and scoring rubric, you will get a better picture of why each person was given the thumbs up or down.
