Is University of Cincinnati a reach?

I am currently interested in attending University of Cincinnati for their Aerospace Engineering program.
I will be heading into my senior year with a GPA of 3.0, an ACT of 29, and an SAT of 1710.
I have basically 0 EC's and just got a job at at local grocery store. I can get several letters of recommendation.
Is there a way I can get into the school but not into the program?
I started my high school career with a very poor GPA but for the last 3 semesters I have gotten straight-A's and am scheduled to take 3 honors (Honors Pre-Calc, AP European History, AP Computer Science). Does it make a difference that my grades have drastically improved?

Look up the Common Data Set, sections C7 and C9. An improving GPA is good. A consistently high one is better.

It’s a match.

Wow man that is extremely helpful, I had no idea that Common Data Sets existed! Thank you so much, it looks like what I’ll need to do is raise my ACT to a ~31 and my SAT a little bit.

Pick one or the other to work on. Colleges accept either test.

Would it not look better if both were good?

Nope, just focus on one. They will just look at the highest.
