Is UT Austin good for liberal arts/fine arts/English?

I wanted to attend a public college in-state in Texas. Currently in CC with a GPA of 4.0 so far.

I’m interested in going in either a fine arts or English lit major. Possibly both. School rankings and all that are full of fluff, based on prestige, research, athletics and stuff like that that has no impact whatsoever on my goals or future education.

So, is UT Austin a good choice for that kind of programs? I was also looking at UT Arlington as a safety that seems to at least offer a decent variety of classes in those areas.

Overall UT Austin >UT Arlington

For fine arts and English lit, UT Austin >>> UT Arlington

There is more to education than required course work. For your areas of interest quality of peers and teachers is even more important than it is for science majors.

UT Austin is heads and shoulders above UT Arlington. In the majors you’re considering, quality of class discussion is very important so peer quality matters - students who’ve not only done the reading and understood it well (the basics) but can also tie them to other readings they’ve done, connect them to larger points, etc.
