Issue with application

I applied to umass in mid December before Christmas break.

My application fee was waived by my counselor, she sent in a letter to the college with my application saying that due to financial issues I would not be able to send in the application fee.
She said this was fine/normal, and that it would not interfere with the application process.
When I look at the application status online, it says I have an incomplete application and I am missing the application fee.

However, my friends are hearing back from umass.
One friend of mine lives in Ohio and applied to umass, and heard back yesterday. My other friends heard back Friday. (I'm from Massachusetts)
All of my friends that have heard back have lesser stats than myself academic wise, and they were accepted.

I've been accepted to another college in this state, and the application fee was waived as well. Therefore I know that the letter my guidance counselor wrote for me is indeed effective.

Is the application fee waiver an issue that is interfering with my application's review?
Because I am truly worried as umass is my #1.

One other question, are rejection letters sent before or after acceptance letters?

Thanks,
Casey

I would give the admissions office a call.

I’ve just emailed them and I plan on calling them tomorrow.
