The short version: IT is using, CS is creating
CS is closer to Engineering while IT will be closer to management in some ways. IT programs vary, so you can get some with a good deal of CS offered.
It really comes down to personal preference: we’d need more information about yourself because one is not objectively better than the other.
Look at curriculum of both programs and then decide. Different schools teach different stuff at their IT departments, but I’m yet to come across a bad CS program, if you’re interested in computers.
Someone once asked about going into a CS program that a particular art school offered. That was the only really bad CS program I’d ever seen. It was more like a web development degree.
Some CS departments are very small, with limited offerings (e.g. Davidson). Others are very specialized in a particular area, but may not cover the usual other areas (e.g. Tulane, Georgetown). Others are a few programming courses added to an IT major (e.g. Marymount).
