<p>If you were exasperated, like “dang I’ve tried absolutely everything” (sigh) “what else can be done?” where each word is emphasized, then italicize. </p>
<p>If you were thinking constructively, like “Hmm, I wonder what else can be done (to improve my situation)” then use quotations.</p>
<p>I agree with what Senior says
If the whole statement needs emphasis as a whole then italicize
but if it’s just a normal statement to yourself use quotations.</p>
