IVC->UCI international student: Low gpa and missing pre-requisites!

<p>Hey guys, this is my third yr at IVC with major of Public health policy. I admit that I lacked dedication and time in studying that my GPA is below 3.0(faling BIO93 and STAT so have to repeat them to make up). Upcoming this year I am planning to pull my grades up to 3.0 or higher in order to apply for UCI(my dream school), CS's, and other out of state universities. I have another problem other than my low GPA. My plan was to finish Trigonometry(pre-req) so I can take Pre-cal in this upcoming fall then cal in spring, but I failed to do that. So I have to retake statistics(requirement) in this fall instead of pre-cal. Will I still be able to apply with IGETC? </p>

-Is it possible to get accepted by UCI with low GPA?
-I am an international student, and I heard that UC schools are money-need universities. Does that mean I have higher chance in getting accepted by UCI?
-I don't think alot of people are majoring in public health policy in transfering program. Does that also give me high chance in getting accepted?
-can I still be admitted with unfinished math(precal and cal), if I state that I will finish them during summer or at UCI
-is it easier to get admitted by out of state universities than UC schools?
-if I apply without IGETC, do I have low chance?
-I have never seen any IVC students who got rejected by UCI. Why is that? and will I able to get accepted by UCI?</p>
