is the dartmouth app deadline for jan. 1 a postmark deadline?
or do they have to receive all of my app and materials BY jan 1?

Let's see, Jan 1 is a sunday (can't go to the post office in addition to it being a holiday).

Jan 2 is the federal holiday which means there will be no mail delivery. Don't dance on the deadline because anything that can go wrong usually will, servers get clogged and run extremely slow, mail gets lost.

You have never heard anyone complain about your getting your stuff in early, while you may not get a major ding for your stuff being late, in the back of some minds it shows a lack a of care for the process (especially when the bulk of the over 10,000 students applying RD will have their paperwork in on time). Your application will not be reviewed until it all of its componets have been submitted to the admissions office.

It's also not a good practice to get yourself into because financial aid departments tend to be very strict with their deadlines due to the limited amount of funds. Turning in you paperwork late at some schools can knock you out of the money.
