<p>If submitting electronically, you can submit on the 1st. However, I’ve read that the CA site often crashes on the 1st as it gets overwhelmed by all the last minute submissions so don’t leave it till the last minute! If submitting a paper application, be aware the Post Office, FedEx, and I would guess other shippers are closed New Year’s Day so you would need to send it off Dec. 31st.</p>
