If you receive your JD (while not involved in a joint degree program), will any of those classes/credits count towards a PhD program, say, in public affairs/policy or government?

If you’re not in a joint program, I suspect not.

It depends on the PhD program. Some programs have a required set or number of courses, but they may allow you to transfer some of your credits if they are relevent. Other programs have no set requirement, and your course load is negotiated between you and your advisor. In both of these cases you may be able to count some of your JD courses provided there is a close connection between the fields.
