It’s a housing scholarship - that’s the total cost of housing at JMU (Maybe $5600 this year), so yes, you have to stay on campus 2 years to get it both years. My daughter is a sophomore this year and received that. She’s in the sorority house this year, which is on campus so included.

As @NJWrestlingmom said, the 2-year room award covers on-campus housing costs for two years. So a student would have to live on campus their sophomore year to keep the benefit for year two.
I could be misremembering, but I believe I have had student advisees (I work at JMU) who have had a two-year room award, and for their sophomore year applied to be an RA (Resident Advisor) – ResLife Student Employment Hub - JMU. At JMU RAs are paid (approximate to the cost of housing, plus other benefits – (Become an RA! - JMU). If I am remembering correctly, my advisees with room awards were able to use the room award to cover 2nd year housing, and the RA stipend was then deposited to their student account.

But, it could be worth asking JMU admissions and financial aid.
