I just finished APUSH with a B first semester of junior year-should I retake it online for an A? I’ve gotten one other B in precalc freshman year my class rank is still pretty good, top 10%, but I am not confident that I’ll score well on the AP test to make up for the grade. I want to go to a top tier school and my EC’s are good but not outstanding.

No. Assuming that the HS even allows you to do this, any improvement in GPA will be more than offset by the negative perception of a grade-grubbing academic grind.

No, you shouldn’t. A waste of time and that decision making would reflect poorly to an admissions officer.

And AP scores don’t “make up for” anything.
