I am applying to 4 maybe 5 colleges. A few of them have rolling admissions. I want to send in my apps as soon as possible, but I would also like to retake my sats in november. If I send in my apps now, will the colleges except those new sat scores (especially the schools on rolling admissions).

It just depends on their schedule for making admisssions decisions. For the rolling admissions schools, if you want the schools to see your Nov. scores, it would make sense to apply when those scores are available. If you believe you'd be admitted with your previous scores anyway, then it doesn't matter. At some rolling admissions schools it is very helpful to apply early. At others there really isn't a rush, so you can wait until you get your re-testing done.

For schools that are not rolling admissions, that is, schools with a traditional application deadline and accept/reject letters going out in the spring, there really isn't an advantage to getting your application in way before the deadline anyway, so you may as well wait until you get your new test scores.

In some cases students who are planning to re-take the SAT in the fall will have their current scores sent earlier. That way if the re-take scores are actually worse they can choose to not submit them. All that however doesn't have anything to do with your application forms, because test scores can -and often do- arrive at a school well before the rest of the application material does.
