Just missed 4.0 GPA, should I not even bother?

I'm a freshman Computer Engineering student at Drexel, and this term I ended with a 3.93 GPA (Missed the perfect thanks to a B on my 1st paper in English, dang it!). I originally planned to apply to transfer to UPenn engineering at the end of my freshman year (Into robotics a lot), but since Drexel isn't very high and UPenn is an Ivy... is missing the 4.0 too much ground to make up? (I have decent EC's, being a member of the MCS, I3E, and of course the Drexel robotics club)

Thanks in advance!

What a pity. The quarter system is an advantage, because while other students have to send their midterm reports, you can just send your transcript with your winter quarter grades. Get a 4.0 next term and you should have a decent chance. What are your ACT/SAT scores?

2220 SAT, didn’t take the ACT.
