1) There is an organization known as "Scholarships America"... Can international students receive scholarships from this organization?

2) When a university says that it awards loans, grants, and scholarships that cover annual costs... Do these costs include fees like room and board?

I dont know about Scholarships America. Every scholarship is different as to their eligibility so Id check with them.

For financial aid, awards in the form of loans, grants and scholarships are used to meet your existing need. Those needs can include tuition, room, board, books, or other expense identified by the college.

Merit scholarships vary on how they can be used. Some are for tuition only, while others can be used to meet other financial needs as well. GL.

If you carefully review the website of Scholarships America, you’ll see that the organization consists of the Dollars for Scholars program (founded by the father of a high school classmate of mine), which assists US students through community based scholarships, and a administration service for private scholarships sponsored by a variety of organizations. Those latter scholarships would be accessed via those organizations, not via SA, and each would have its own criteria. So an international student could not receive a scholarship FROM SA itself, but might be awarded a third party scholarship administered by SA. This page offers information on those scholarships SA administers which are open to students generally (as opposed to those limited to students affiliated with a particular scholarship granting organization, such as a parent’s employer):

You’d have to review the requirements for each to see if an international student can qualify.
