<p>You have to be chosen to qualify as a semifinalist/finalist. I believe ~300 people become semifinalists, and it is a competitive process.</p>

<p>You two are talking about different competitions. The international science and engineering fair (isef) is also sponsored by intel. All student projects that qualify to attend are deemed finalists. Whereas the intel sts competition is for seniors only and designates first semi finalists and then finalists and then top 10.</p>
