Lacking Consistency for Reading?

The first time I took the ACT in April I got a 31 composite (34, 31, 28, 32). Since then, I've been consistently getting practice test scores of 33-34's in English, 35-36's in math (I was dumb on my first ACT and spent about 5 mins trying to get through 1 question and ran out of time), and around 32 in Science. However, my reading has been all over the place. For instance, in the last 2 days, I took 3 practice reading sections, and got a 25, 31, and another 25.

My lack of consistency is scaring me. It seems like whenever I find the passages easier, the curve is better, and whenever I have a hard time the curve screws me. I've tried so many different methods, like skipping the prose (takes me like 13 mins to do sometimes) or just reading the first one or two and last sentences of each paragraph and writing the main idea in the margin. Nothing has really helped, and it really boils down to the fact that I'm not a fast reader, and if I try to read fast, I end up having to reread multiple times to find the answers.

Any suggestions?

Also, does anyone know of any free practice reading sections I can find online? It doesn't have to be an official ACT (I already burned through pretty much every one I can find), since at this point I think anything will help a bit.

Mine is the same. I got a 32 and was like wow, then the next day I got a 23. If you skip the prose fiction for the end that always helps. And writing notes on the side and keeping the main idea in mind the whole time.
